9. Approval Guidance

Reviewers should mark each requirement as keep, edit, split, merge, defer, or reject. A requirement can remain important even if it is not immediately metric-supported; however, it should not be used for scoring unless it has a reliable metric, proxy metric, or approved evidence rule.
